- Hawaii Rifle Association membership ($21/year or $510 life) is required for the non-resident pathway.
- Classroom coursework and live-fire qualification are completed before you travel — see the course.
- A $150 statutory application fee, with a $50 renewal every four years.
- A handgun brought into Hawaii must be registered within 5 days of arrival.
- Fingerprinting, an in-person application, and a character and mental-health review.
