Can a Non-Resident Obtain a Hawaii CCW? Yes.
On April 15, 2026, the United States District Court entered a stipulated final judgment in Solinsky v. Lopez. The injunction prevents enforcement of Hawaii's residency restriction against the named plaintiffs and members of the Hawaii Rifle Association to the extent it would deny them a concealed carry license solely because they are not Hawaii residents.
The court also directed the Hawaii Attorney General to notify county governments and police chiefs of the injunction and advise them to comply with its terms.
