How It Works

1. Join the Hawaii Rifle Association
HRA membership is required and takes a few minutes online.
2. Complete your coursework
Study Hawaii-specific law, safety, and travel considerations at your own pace online — or take the entire course in one day at an in-person class in Scottsdale, Riverside, or Las Vegas.
3. Schedule live-fire qualification
We coordinate with a qualified instructor in our nationwide network. In-person students qualify the same day as their class.
4. Travel to Hawaii & register your firearm
Bring your handgun and register it with the appropriate county law enforcement office.
5. Complete fingerprinting
Fingerprints are collected in Hawaii as part of your background investigation.
6. Apply in person
Submit your complete application packet at the county permit unit. Requirements differ slightly by county — see Honolulu, Hawaii County, Maui, or Kauai.
7. Background investigation
The county conducts a thorough character and mental-health review.
8. Permit issuance
If approved, receive your Hawaii Non-Resident CCW Permit.
