1. Confirm your eligibility
Applicants must be 21 or older with a mailing address that is not a P.O. box. For non-residents, the April 15, 2026 Solinsky v. Lopez injunction expressly protects the named plaintiff and members of the Hawaii Rifle Association. Whether and how it applies to you is a legal question — confirm it before investing in training or travel. HRA membership is not listed on HPD's October 2026 civilian checklist.
2. Complete the required training
Honolulu (HPD) asks for two notarized affidavits from a verified instructor: one for the HRS §134-9 License to Carry program (a minimum four-hour lecture and a passing written exam, both within four years, plus a passing shooting proficiency test), and one satisfying HRS §134-2(g)(2), (3) or (4) handgun-safety training (within four years). One training can satisfy both if it covers all required topics. Our online and in-person (Scottsdale, Riverside, Las Vegas) program is being developed to address these requirements, pending any necessary approvals — it has not been approved by HPD, and instructor verification is a separate requirement.
3. Time your shooting proficiency test
In Honolulu, the shooting proficiency test must be dated within 90 days of your application. Schedule it close to your filing date. Other counties may set different rules — confirm with your county.
4. Travel to Hawaii & register your firearm
Firearms brought from out of state must be registered in person, and in Honolulu they are physically inspected at 801 S. Beretania Street. Include a copy of each registration in your application.
5. Assemble your documents
For Honolulu civilian applicants, HPD's October 2026 checklist lists the two affidavits, the Affidavit of Acknowledgment, the HPD-150B (concealed) or HPD-150C (unconcealed) application, firearm registration copies, the HIPAA waiver, the Adult Mental Health Division form, the Permit to Acquire questionnaire, photo ID, one passport-sized photo, and a non-refundable $150 fee (cash only for now). HPD describes the checklist as an informational guide — the statutes and rules control, and HPD may request more. Armed guards and detectives use the separate HPD-150A application. 6. Apply in person
Submit your complete application packet at the county permit unit. Requirements differ slightly by county — see Honolulu, Hawaii County, Maui, or Kauai.
7. Background and records review
The county reviews your application and records, including the mental-health and HIPAA authorizations you sign.
8. Permit issuance
If approved, receive your Hawaii Non-Resident CCW Permit.
