Affidavit 1: HRS §134-9 License to Carry training
A notarized affidavit from a verified instructor confirming completion of the LTC certification program, including a minimum four-hour lecture session (within four years), a passing written examination (within four years of application), and a passing shooting proficiency test dated within 90 days of application.
Affidavit 2: HRS §134-2(g) handgun-safety training
A notarized affidavit from a verified instructor that satisfies HRS §134-2(g)(2), (3) or (4), within four years. HPD notes that a single training can satisfy both affidavits if it covers all required topics.
Instructor verification
HPD verifies instructors through its Application for Verification to Administer Firearms Course (HPD-150E) and publishes a checklist of minimum requirements. The Verified Instructors list is available at HPD's windows on request. Confirm your instructor's status before training.
Our program is being developed to address these requirements, pending any necessary approvals; it has not been approved by HPD, and instructor verification is a separate requirement.
Timing your shooting test
Because Honolulu's shooting proficiency test must be dated within 90 days of your application, schedule it near the end of your preparation. Other counties may apply different windows — confirm directly.
