The fixed costs
HRA annual membership runs under $100. The online Hawaii Non-Resident CCW course is a one-time fee. Live-fire qualification through our network is typically $125–$200 depending on your local range's ammunition and lane pricing.
Fingerprint cards run $15–$40 depending on your local police department or fingerprinting service. Passport-style photos are $15–$25 at a drugstore or shipping store. The county filing fee varies but is generally $10–$50.

Optional concierge support
Concierge service is optional but recommended for out-of-state applicants who don't have local relationships with a Hawaii county's licensing division. Our concierge package covers packet review, per-county checklist matching, cover-letter drafting, appointment scheduling, and status follow-up until issuance.
The math is simple: a returned packet adds 60+ days and can require re-doing a live-fire qualification if the delay pushes it out of the 12-month recency window. Concierge pays for itself the first time it prevents that.
Ongoing costs
Permits are renewed on a 1–4 year cadence depending on county. Renewal generally requires an updated live-fire qualification, a new fingerprint check, and the county renewal fee. Budget $200–$400 at renewal, plus continued HRA dues.
If you carry a different handgun than the one you qualified with, budget a fresh qualification session before your next renewal so the attestation matches your carry gun on file.
